罗伯特·斯卡拉皮诺（Robert A.Scalapino），中文名“施乐伯”。1919年生于美国堪萨斯州，在大学主修政治学和国际关系，并获哈佛大学政治学博士学位。l949年后一直在伯克利加州大学政治系任教，直至1990年退休，其间1962-1965年任政治系主任。1978年他在伯克利创立了东亚研究所，并在退休前一直担任所长。斯卡拉皮诺曾担任《亚洲概览》（Asian Survey）杂志主编达34年（1962-1996年）。在六十多年的学术生涯中，他共发表了540篇论文，以及包括本书在内的39本著作。
